All Workforce Identity suites are billed annually and Okta specifies a $1,500 minimum annual contract. Professional and Enterprise require a custom quote.

The headline per-user price isn't the right approval number for an IT lead, period. A useful budget needs the annual minimum, add-ons, service-account scope, support needs and evidence that the chosen tier supports the ownership and audit process the business actually operates. Our identity and access management software comparison sets Okta's plan gates next to eight other tools.

Customer Identity is a different product family, and it's priced that way. Its required Enterprise base platform begins at $3,000 per month, billed annually, and usage-based add-ons can change the proposal. Mixing Customer Identity rates with Workforce Identity seats creates a misleading comparison, and that's a mistake buyers make often.

On this page

Okta Workforce Identity plan prices

Okta's annual minimum changes small-team budgets

Okta add-ons and services that can change the quote

Okta Customer Identity has a separate pricing model

IT ownership controls to review alongside Okta

Okta pricing FAQ

Okta Workforce Identity plan prices

Okta publishes five Workforce Identity suites, though only Starter, Core Essentials and Essentials have posted US per-user prices. A custom quote isn't a missing product, and it's the add-on and user scope that you must document.

Starter supports core workforce access

Okta Starter lists Single Sign-On, Multi-Factor Authentication, Universal Directory and 5 Workflows. It's a basic identity-control foundation, but it isn't a promise that every privileged access or identity governance process is included.

An IT lead should test a real joiner, mover and leaver workflow before deciding that basic SSO satisfies the use case. The credential may be disabled correctly while downstream ownership of shared accounts remains unresolved. That's the gap that bites later.

Core Essentials and Essentials are different purchasing decisions

Core Essentials appears in Okta's comparison grid at $14 per user per month, while Essentials is listed at $17. That's a $3 gap per user. Okta explicitly lists Lifecycle Management, Access Governance, Adaptive MFA and 50 Workflows under Essentials, but buyers shouldn't assume every item transfers unchanged to Core Essentials, which Okta doesn't describe separately.

For a team standardizing offboarding approvals and access-review evidence, the contract's actual included capabilities matter far more than the difference between the displayed per-user amounts.

Professional and Enterprise require line-item scoping

Okta doesn't publish a standard per-user figure for Professional or Enterprise on its US suite page. Professional advertises capabilities including Device Access and Identity Threat Protection, while Enterprise adds items such as API Access Management and Access Gateway.

IT operations teams should request the quote against a list of actual systems, authentication paths, privileged identities and support requirements. They shouldn't infer that a quote-based tier includes every add-on free of charge. It won't.

Okta's annual minimum changes small-team budgets

Okta's Workforce Identity suite pricing uses a per-user monthly display, but the company states annual billing and a $1,500 minimum annual contract. It's easy to miss because the minimum sits in a footnote. A small organization can't reliably multiply the seat rate by a handful of users and treat the result as its complete annual bill.

The annual minimum matters Okta states a $1,500 minimum annual contract for Workforce Identity. Budgeting by the per-user sticker price alone can understate a small deployment; ask for the actual order-form total.

Okta pricing scenario

Per-user calculation (USD)

Minimum-aware annual budget (USD)

Okta Starter, 10 users

10 x $6 x 12 = $720

At least $1,500 before extras

Okta Starter, 50 users

50 x $6 x 12 = $3,600

$3,600 before extras

Okta Essentials, 50 users

50 x $17 x 12 = $10,200

$10,200 before extras

The Okta pricing examples above treat the public annual minimum as a floor, not a guarantee of a quote at that amount. Okta separately requires a $1,500 annual Workforce Identity contract minimum, so a smaller result must be floored at the vendor minimum during procurement.

A plan that works for many users can still be wrong for a small budget. Put the minimum commitment into the approval template and require the sales quote to reconcile it explicitly.

Okta add-ons and services that can change the quote

Okta sells suites, but its page also describes separately purchasable products and add-ons, and they're where quotes drift. The final amount can depend on the required capability set, license uniformity, privileged access scope and support plan.

Check suite-wide licenses before buying exceptions

Okta says suite products typically share the same number of subscriptions, with limited exceptions for Workflows, Okta Privileged Access and Machine-to-Machine tokens. Buying a higher suite for one subgroup isn't the same as adding that feature to selected accounts, so check before you split seats.

Write down who actually needs the capability, which apps are in scope and whether a standalone add-on can be bought. We'd treat an unverified seat-splitting assumption as a risk, not a forecast input.

Privileged Access needs resource-unit planning

Okta describes Privileged Access Resource Units as the way to license privileged identities and secured resources. The comparison table differentiates the included Resource Unit entitlements by suite. That's why a buyer needs an inventory of the protected assets, not just a headcount, and why you'll want it before the first call.

Start with systems that support production operations, identify emergency access paths and ask how the protected resources map to the quote.

A tidy workforce directory isn't proof that shared administrative identities have named owners.

Support isn't identical to implementation

The Okta pricing FAQ says introductory training and online support are included, while Premier Success Plans are available for purchase. Teams with time-sensitive access cutovers shouldn't skip comparing those services with internal coverage and implementation responsibilities before committing.

Don't turn an optional service into an invented mandatory fee. Ask for implementation, training and ongoing support as separate quote lines.

Okta Customer Identity has a separate pricing model

Okta Customer Identity is sold for external users rather than internal workforce seats. It's what you'd evaluate for a customer-facing app. The current pricing page starts with an Enterprise base platform at $3,000 per month, billed annually, with B2C and B2B suites and usage-based add-ons quoted separately.

Okta says Customer Identity add-on costs depend on usage, including the number of Monthly Active Users over the year.

An application serving consumers or partners therefore needs a demand forecast, an authentication design and a contractual usage definition, not a Workforce Identity headcount estimate.

Employees accessing business apps with SSO and MFAEvaluate Workforce Identity Starter first

Workforce lifecycle and governance capabilitiesCompare Core Essentials and Essentials entitlements; confirm quote scope

Advanced device and threat controlsRequest Professional pricing with explicit capability matrix

On-prem and API-heavy identity requirementsRequest Enterprise pricing with specific add-ons scoped

Customers or partners logging into your applicationEvaluate Customer Identity, not a per-employee suite

IT ownership controls to review alongside Okta

An IT lead can use Okta for access and identity workflows and still lack a reliable answer to who owns a shared service account. It doesn't take long for an auditor to ask. The question is about the named owner, the evidence behind an access decision and the time of the last review, not merely whether authentication succeeded.

Before selecting a suite, ask the engineering and security teams to inventory non-human identities, classify the business-critical integrations and document who can attest continued need. Access tools and ownership-review workflows solve related but distinct jobs, and you'll want both without question.

What these tools don't answer

Know who owns every service account, and when it was last reviewed.

The IT Lead imports service accounts from CSV, nominates owners, collects their attestations and keeps a review trail an auditor can follow.
